The geography, plainly
Bedford County covers the northern half of the lake — the north and east shores, including Moneta, Huddleston, and Goodview. Franklin County takes the southwestern shoreline of the Roanoke channel plus essentially the entire Blackwater arm, both shores: Hardy, Wirtz, Westlake, Glade Hill, Union Hall, and Penhook. A small portion of the far upper Blackwater falls in Pittsylvania County.
They look different
Bedford County reads as the vacation side — cottages, chalets, and cabins, roughly 120 waterfront subdivisions, and the State Park. Franklin County reads newer and more residential — larger brick, stucco, and hardiplank homes across more than 200 subdivisions, with the upscale planned communities concentrated there.
Short-term rentals are the big practical split
Bedford County requires short-term rentals to register and hold a permit, but permits them. Franklin County has been more restrictive in residential zoning, historically requiring a special use permit there while allowing them by right on agricultural land — and the ordinance has been under active review, including a proposal to loosen the residential requirement.
If rental income is part of your plan, this is not a detail. Verify the current rule and the specific parcel's zoning before you commit.
Services, schools, and drive times
Westlake, on the Franklin side, is the lake's commercial center: groceries, pharmacy, hardware, and the Carilion Clinic Smith Mountain Lake. Bedford town is about twenty minutes from the north shore with Centra Bedford Memorial Hospital. Roanoke is thirty to forty minutes from the west end and further from the east; Lynchburg is forty to fifty.
Bedford County schools include the Jefferson Forest and Staunton River zones. Franklin County feeds Franklin County High School in Rocky Mount.
So which one?
If you want rental income, older lake character, the State Park, or a shorter drive to Lynchburg — look at Bedford County first.
If you want newer construction, planned-community amenities, the shortest commute to Roanoke, or the best value waterfront on the upper Blackwater — start in Franklin County.
Most people should look at both, which is exactly the sort of thing an agent with a favorite side of the lake will not tell you.
